“In many of these decisions, this president has used areas of moving moneys from one pot to another to pay for something else. He’s taken away that power of the purse so we don’t have that capability,” Collins said.
“Congressional authority has been eroded for several decades and . . . has got to take back over that role and properly take its place as one of the three branches of government.”
He said the Affordable Act is a prime example of Congress lacking its tradiotional oversight.
“It was designed in these executive departments without any oversight. We gave that away,” Collins said.
“When you couple that with the fact that we can’t come together on budgets, we can’t come together on appropriations, and we refuse to withhold funds from things that need to be withheld, then you set up a problematic system in which the executive has assumed more authority and role than they should have.”
